Ideas on a make-shift cradle mattress?

I have a custom-built cradle that I filled with two layers of mattress topper. Since it's too squishy to use by itself, I need a firm mattress that measures 13" x 21" that will sit on top. Nobody sells this size, but I was wondering if I could order a bassinet pad and cut it. Does anybody have any ideas/suggestions?
