How can I tell if my cake topper is too dry?

I bought a cake topper about 3 months ago for my son's first birthday. It was a discontinued pattern. It is supposed to last up to 6 months. I will be using it next week for his cake. I have never applied one before. How can I tell if it is too dry to use? Also, any tips on applying it?
