How can I make a styrofoam centerpiece for a cake or birthday decoration purposes?

I would like to make styrofoam pieces with characters pertaining to the birthday theme to be used as centerpieces, decorations, and cake toppers. They should be different sizes depending on the the intended purpose. Also, what would be the best way to paint the pieces?
