Silk screen help! Ink is bleeding?

First off, are you using photoemulsion, paper stencils, or photo film? If you are using film or photoemulsion, it could be because you didn't correctly adhere the materials to your screen. If you are using paper stencils, it could be because your ink has gotten under the stencil and is continuing to drip. If that is the case, take tissue paper to clean the excess ink under the stencil. Use tape to cover up any residual ink and try again.
